That’s right. It’s not that plan. That plan is this: That we run a campaign that is laser focused on the need and demand for reform. We complement that campaign with campaigns for Congress, running candidates against candidates who don’t pledge to support the reform. My claim is that if you imagine a referendum candidate winning, then you’re imagining a political mandate of enormous potential. It might still not be enough, no doubt. But it would be 1,000x stronger than any normal mandate.
